CTags and other such programs are used to generate index files that allow
TextEditors to easily "navigate"
programs. The index contains the locations of use and definition of each identifier in the system.
ctags was originally designed to index C programs. Now it is possible to index almost any programming language.
This gives you the same kind of capability many IDEs have in rapidly searching and finding function names, variables, and other such identifiers.
