CPad is a free Windows editor for programming and HTML development, though it's more oriented toward programmers. It features syntax highlighting, bookmarks, built-in hex editor, function navigation and hints, built-in diff viewer, HTML functions including web preview, and much more.

Free software, but the source code is not available. Current version is 0.26A, by Mathias Wennergren.
